Voting information

At the elections of the Riigikogu, all citizens of Estonia who have attained 18 years of age have the right to vote. Only the persons who have been divested of their active legal capacity and persons who are serving sentence in a penal institution cannot vote. In order to vote, the voter has to be entered in the list of voters of the local government of his or her place residence according to the population register by 30 January 2015.
There are several ways of voting in Estonia: voting on election day, advance voting and electronic voting. From Thursday, 19 February to Sunday, 22 February, voters can vote in advance in county towns, outside the voting district of their residence.
Advance voting in voting district of residence is possible on 23–25 February. During that period, there is at least one voting district in all rural municipalities and cities where it is also possible to vote outside the voting district of residence.

Voters who are not staying in their residence at the time of voting due to their state of health or for another good reason may submit an application to vote at their location (e.g. in residence which is not registered as place of residence in the population register, hospital, twenty-four hour social welfare institution). It is possible to vote in this way from Monday to Wednesday of the week preceding the election day. The closest voting district committee or rural municipality or city government have to be informed in writing of the request to vote. In hospitals and twenty-four hour social welfare institutions, the application for holding the voting is submitted by the administration of the relevant institution.

On election day, a voter can vote only in the voting district of his or her residence. If a voter is unable to vote at a polling place due to his or her state of health or for another good reason, he or she may apply to vote at home. Application to vote at home can be submitted both in written form and by telephone. Ballot box for voting at home can be ordered by telephone only on election day from 9 a.m. to 2 p.m.

It is also possible to vote electronically, independently of the location of the voter. Electronic voting will begin on 19 February at 9 a.m. and end on 25 February at 6 p.m. In order to vote electronically, you need an ID card or mobile ID and a computer with Internet connection. It is possible to change the vote cast by electronic means (e-vote) by voting again electronically during advance voting, or by voting with ballot paper at the polling place during advance voting. If a voter who has voted electronically changes his or her vote at the polling place, only the vote given there on ballot paper will be taken into account.
